Soumi Saha, both a pharmacist and a lawyer, is the Senior Vice President of Government Affairs at Premier. In this
role, Dr. Saha is responsible for developing and implementing Premier’s advocacy strategy to lead the transformation
to high-quality, cost-effective healthcare and resilient supply chains. Dr. Saha leverages her unique background to
ensure the perspective of healthcare providers is represented in Washington, D.C.

Dr. Saha proactively advances legislation and regulatory actions that address vulnerabilities in our healthcare system.
Her work directly resulted in the introduction and passage of the Mitigating Emergency Drug Shortages (MEDS) Act,
which was signed into law as part of the Coronavirus Aid, Relief and Economic Security (CARES) Act in March 2020.
Since the COVID-19 public health emergency, Dr. Saha has helped the nation’s hospitals and healthcare providers
through the pandemic with innovative legislative solutions that have resulted in a suite of regulatory flexibilities from
the Department of Health and Human Services (HHS), the U.S. Food and Drug Administration (FDA), the Centers for
Disease Control and Prevention (CDC), the Federal Emergency Management Agency (FEMA), and the White House.
Prior to joining Premier, Dr. Saha served as the Director of Pharmacy & Regulatory Affairs for the Academy of
Managed Care Pharmacy (AMCP), where she led AMCP’s initiatives related to healthcare economic information
(HCEI) communications between payers and biopharmaceutical manufacturers. Previously, Dr. Saha also held
positions with Kaiser Permanente and CVS/Caremark.

Dr. Saha has a Doctor of Pharmacy (PharmD) from the University of Maryland School of Pharmacy and a Juris Doctor
(JD) with a concentration in health law from the University of Maryland School of Law.

Randy Bradley

Dr. Randy V. Bradley is an Associate Professor of Information Systems and Supply Chain Management in the Haslam College of Business at The University of Tennessee. He holds a Ph.D. in Management of Information Technology (IT) and Innovation, an M.S. in Management Information Systems, and a B.S. in Computer Engineering, all from Auburn University. As a supply chain and IT strategist and researcher, Dr. Bradley’s expertise includes digital business transformation, supply chain digitalization, and the strategic application of business analytics and IT in the supply chain.

Dr. Bradley is a preeminent global thought leader and highly sought-after speaker for professional and corporate conferences and events. As a supply chain and an IT strategist, he offers keen insights and practical guidance on leveraging emerging tech, digital business transformation, supply chain digitalization, and the strategic application of analytics. Dr. Bradley’s insights have been chronicled in Bloomberg Law, Thrive Global, Business Wire, MarketWatch, SupplyChain247, Supply Chain Dive, DC Velocity, MHI Solutions, Healthcare Purchasing News, and HealthPRO News, among others.

He has consulted for and advised federal, state, and multinational organizations and companies both domestically and abroad.

As a prolific researcher, his research and insights are published in more than 100 articles, book chapters, columns, and proceedings of national and international practitioner and academic meetings and conferences. His research has appeared or is forthcoming in the Production and Operations Management Journal, Journal of Business Logistics, Decision Sciences Journal, Journal of Management Information Systems, MIS Quarterly Executive, Information Systems Journal, Journal of Information Technology, Translational Andrology and Urology, and Journal of Pediatric Pharmacology and Therapeutics, among others.

Dr. Bradley has been recognized for his excellence in teaching, his leadership in promoting diversity and inclusion in academia, and his impact in industry as evidenced by numerous awards and recognitions, including the 2019 Richard Sanders Faculty Leadership Award (Graduate and Executive Education), 2017 National Association of Black Accountants National Achievement in Education Award, designation as a Healthcare Information and Management Systems Society (HIMSS) Fellow, and past nominee for the Tennessee HIMSS Emerging Healthcare IT Leader of the Year Award. As a member of HIMSS, the Association for Healthcare Resource & Materials Management (AHRMM), Association for Information Systems (AIS), Council of Supply Chain Management Professionals (CSCMP), Decision Sciences Institute (DSI), and the National Association of Black Accountants (NABA), and several advisory boards, councils, and board of directors, Dr. Bradley serves as an advocate for health IT and its interplay between other areas of healthcare, such as supply chain, financial/revenue cycle management, and analytics.

Jeff Mals

Regional Consulting Actuary for the Employee Benefits
Jeff Mals is a Regional Consulting Actuary for the Employee Benefits division with USI Insurance Services in the Midsouth region based out of the Atlanta office. He has worked in Employee Benefits for 9 years and joined USI in August of 2022.

Prior to coming on board with USI, Jeff worked for Aon plc in their Health Solutions division for 9 years. He spent 4 years in a consulting role, primarily focused on projecting the cost of benefits for large, self-insured employers. Then he spent 5 years in a R&D role where he focused on developing models and tools for his colleagues to use with their clients. Prior to his time at Aon, Jeff spent 1 year as an Actuarial Analyst at Primerica Life Insurance Company.

Jeff received his M.S. in Computer Science from Georgia Institute of Technology and his B.S. in Mathematics from the University of Georgia. He is a Fellow of the Society of Actuaries.
Jeff lives in Brookhaven, GA. He enjoys playing golf and spending time with his wife and his two young sons.
